I assume you mean the USPS system.
1. Defintely not DOD.
2. Not even GOV any more (and hasn't been for decades!)
3. I could find no mention that it was still being done on VMS and I
know when I interviewed with them 20 years ago they were looking
for Unix people, not VMS.
