It seems to me that it's the freight forwarder's responsibility to make
things right! You paid him to ship the whole thing, complete all the
customs forms, pay all applicable taxes, etc, etc. If the freight
forwarder declines, I'd suggest legal action! Seek both actual damages
and exemplary (punitive) damages!
You might also make public the name of the freight forwarder who screwed
up or threaten to do so!
