Yes. Directory hierarchies are useful for people. The VMS file system 
knows files by their file ID's. You can create files by file ID without 
entering them into a directory. (Though not necessarily with DCL 
commands) Certain disturbances/crashes on disks can also leave files 
orphaned. We call them lost files, and we generally feel very sorry for 
them. The VMS developers provided a special directory [SYSLOST] where 
lost files will be gently shepherded into if an appropriate tune 
(ANALYZE/DISK/REPAIR) is whistled
