See my reply to Jan-Erik; I meant "if there is an ACL".

To be pedantic, files can be in no directory, but not under normal 
circumstances.

Yes, and use it by default.

It is SYS$MANAGER.  One could change it, but that is probably not a good 
idea.

With normal accounts, the LOGIN.COM etc might assume that certain disks 
are mounted etc.  I like to leave the SYSTEM account alone, so that it 
"always works", whatever state the system is in.
