I have come to regard this behaviour as normal with forming of a
cluster. If you're interested in which sub-phase the delay occurs, you
can try booting with the bootflag set to 20000 (>>> B/R5:20000 ddcu for
VAX, or >>>B -FL 0,20000 ddcu for Alpha. This is assuming you're booting
into root 0, otherwise just add the 20000 to your current bootflags.
