Probably not even worth trying to get vanilla Windows to read a tape
created under VMS, but that doesn't mean vanilla Windows can't work with
tapes at all. Assuming the tape drive is properly connected with the
right driver, Windows can read and write from/to it (e.g. using
NTBACKUP.EXE in Windows XP).
