I had the same symptoms some time ago, when opening DECTerms from the
VAX to the X screen of my Kubuntu box. Chapter "2.11 Performance
Problem with Certain Keymaps" of the "DECwindows Motif Version 1.2-5
for OpenVMS Release Notes" was very helpful for me. The suggested
correction is some additional lines in the XModmap file for the X
server.

After adding these lines to my Linux .Xmodmap file, the described
symptoms disappeared. Don't know if I had exactly the same problem as
you, but for me the fix worked, so maybe it is also useful for you.
