To elaborate, the various macros to define system constants accept an 
optional GLOBAL keyword to turn them from compile-time constants to 
link-time constants.  That is a very quick way to get a bunch of symbols 
which might not be in source form for a language into something that can be 
resolved at link-time.  That feature isn't readily available any other way.
