I can certainly recommend ImageMagick, if you can get a VMS version.
There's an entry for it on the V80 OpenVMS Freeware CDs, but that only
points to the ImageMagick site.
Having built it from scratch on OS X, I can tell you it's a bit of a
beast to do. It has a lot of dependencies, and as you resolve those,
you come across yet more.
