Not sure this is applicable everywhere. Sure,  when a US company wants
to build a plant, it will let states compete on whom will give the
company the greatest subsidy/tax break. (Boeing did that between
Illinois and Washington states for its head office, and does that for
every plant it builds).

But at the end of the day, the total number of jobs created in the USA
remains the same. They just get created in state A instead of state B.

For the USA (or western countries) to compete against China/India, they
would have to lower taxes so much that it would cause the country to
default on its debts because it wouldn't have ufficient revenues to
sustain the level of services currently provided.

HP already has all its commodity stuff made in China. So it is akin to
being a chinese company.
