DECwindows becomes royaltee-free when the OS is distributed freely. That
is how Linux and the BSDs are able to provide Xwindows for free, but
commercial OS like VMS and HP-UX can't.

Not sure what other portions of VMS incurr royalties. The DHCP server
was made by a company which no longer exists (join).
