How many times a penny is used is not relevant. The government only 
makes one penny by pressing one penny. It can only distribute the money 
once. After that it is in someone elses hands...

So, if it cost two pennies to manufacture one penny, then it's a net 
loss for the government to mint them.

Bad business...
