The Seattle electric utility is city owned, though in many places
it is a regulated monopoly. Presumably it could make a profit,
but being city owned, the city gets the profit, if any.
More usual, water and sewer services are city owned.
I have known places with competition for garbage services.
Water, sewer, and electrical distribution is not very
efficient if you allow for multiple companies with competition
between them, as the distribution costs dominate. (Lots of
wires and pipes.) Not quite as bad for garbage trucks.
Roads also work better as government run, though a regulated
monopoly could also work.
