One's "highest priority" normally depends on one's goal.
You seem to assume, contrary to the evidence, that someone at
HP still wants to enhance VMS and thus grow its market. My
guess is that the actual plan involves maximizing net income
by providing a trickle of engineering resources just
sufficient to keep the currently paying victims from
deserting the sinking ship at too high a rate. If there
isn't a paying victim (loudly) demanding some particular
feature (or even bug fix), then I doubt that anyone will be
working on it.
I'm always open to actual contrary evidence (or even
testimony), but I don't expect much.
