Where is VMS management ? Is it still at BCS ? Or is it all at theo
outsourcing arm in India ?

Say I were a very big customer and wanted the command SET CHOCOLATE
added to DCL. Would india request a budget with supporting evidence of
why adding SET CHOCOLATE would generate extra sales, or would BCS do
this and once budger done, would then send a message to India "here is
the budget to add the command SET CHOCOLATE".

It is still extremely unclear to me how decisions baout VMS are being
made.  (or put it more pluntly: it is still unclear to me where
decisions would be made if they were still being made).
