The source code was available for paying customers long before that
change tooks place.
VMS was renamed to OpenVMS because DEC certificated VMS to be conform
with
one (?) of the Posix-specification. A Un*x-organisation that proposes
specifications
of system-calls has developed this Posix-definition. Because Un*x-
systems are
"Open"-systems VMS becomes a "Open"-system, too. Have you ever try to
use
"posix" under VMS? Nowadays many unix-specifications are implemented
in
the runtime libraries (CRTL) and a unix-environment is there, too,
called GNV.
