You didn't look good enough (probably using HP's own search engine?)
Old page is still online
http://openvms.compaq.com/pathworks/
http://openvms.compaq.com/advancedserver/ alias for above
But the PATHWORKS32 (=> Win32 PW Client package, actually a DECnet stack -
but with the X11 server "eXcursion" and the Terminal Emulation "PowerTerm"
standalone products bundled at no cost)
http://openvms.compaq.com/pathworks32/
HP's PATHWORKS 32 provides specialized connectivity features
for integration with Microsoft Windows.
page states (since years now)
Pathworks 32 has been retired. The customers can evaluate third
party products suitable to their requirement.
Note the word "can" ;-)
Which means, no more DECnet and/or LAT for Windows by DEC/CPQ/HPQ
(what I don't miss), no more PowerTerm (which - just like the HyperTerm
on WinXP - was only a crippled/old version of the real 3rd party product -
and freeware like PuTTY killed most of them) but also no more "eXcursion"
either (and this I miss, as the competition products were not really better
but unfortunately up to 100x more expensive - but X11/CDE is now also dying)
just my 0.02
