It's an update and the files have different formats.  I believe that they
expected you to have to manually inspect the old configuration and massage
it's contents into the newer format.  Thus, by going through these steps,
you are more conscious of changes being made to your system's security.

I vaguely recall having to go through this myself when these changed.  It
wasn't painful enough to remember it though. ;)
