I'll just remark that upthread, when asked to give output
from SYSGEN, instead you copied what showed what
is in MODPARAMS.DAT.

I'm sure you know this, but just to be pedantic,
MODPARAMS.DAT comes into play *only* when
you run AUTOGEN.  Full stop.

Also upthread, you said this:

*That's* very* dangerous.  When you do a
WRITE CURRENT without a previous
USE CURRENT, you're writing the ACTIVE
parameters to the CURRENT (on disk) parameters.
There's potential that you've messed things up...
(There are also pretty easy ways to  recover by
copying the last/most recent ALPHAVMSSYS.OLD
to ALPHAVMSSYS.PAR;,  or at least, the most
recent of .PAR or .OLD before the current highest
version  of the .PAR.)

In any case, what I'd like to see is the output
of the following:

$ mc sysgen
SYSGEN> use active
SYSGEN> show allo
SYSGEN> show shad
SYSGEN>
SYSGEN> use current
SYSGEN> show allo
SYSGEN> show shad
SYSGEN> exit

Just to be sure of what state you're
presently in...
