I'd call it a bug, since CLD doesn't DISALLOW the combination of these
qualifiers and so all of them should be honored (and not only the first
one in the code - which is often not the first one in the command line)
*OR* the HELP text should be more specific (and the CLD should be fixed).

I know of some more such commands^Wbugs, but currently only the
$ SET FILE /PROT= /ACL= (where /PROT is silently ignored) comes to mind...
