If they have the VMS License, the software tools, and the hardware, they 
might very well use what they have.  I suspect that very few VAXen are 
still in service.  There will be more Alphas still in service and, 
maybe, still more Itanium systems still in service.  I sill have a 
couple of VAXen, not in service and a couple of Alphas that I use 
occasionally.
