So, TCPware thinks of "SVA-0" (a DESVA, ESA0:)

and SIHM is told to offer "QNA-0" (a DEQNA, EQA0:) 

This doesn't match.

So either SIMH is able to offer a DESVA (don't know SIMH enough to answer
this - but I'm pretty sure), or you need to reconfigure TCPware to fit to
the hardware (in TCPWARE:TCPWARE_CONFIGURE.COM replace "SVA-0" with "QNA-0")
