[Info-vax] maximum files

For various disks, all with expansion-size limit of 2147475456, some 
have a maximum-files of 16711679, some MAXBLOCK/((CLUSTER+1)*2), some 
2*MAXBLOCK/((CLUSTER+1)*2)+1.

None were initialised with the /MAXIMUM_FILES qualifier.

Is there any rhyme or reason to this?
