   What's to understand? I know nothing, but ...

   First, these numbers are for "Standard" SCSI disks, not
[S]ATA disks, which lack the same orderliness.

   I got the impression that these sizes have for some time
been the result of approximate doubling of the capacities,
with an occasional round-up deviation from the pure binary
pattern.  Thus:

        1.xGB *2 ->   2.xGB
        2.xGB *2 ->   4.xGB
        4.xGB *2 ->   9.xGB
        9.xGB *2 ->  18.xGB
       18.xGB *2 ->  36.xGB
       36.xGB *2 ->  73.xGB
       73.xGB *2 -> 146.xGB
      146.xGB *2 -> 300.xGB

and I haven't seen anything bigger than that (SCSI).

   There's no magic here, only decisions determined by
available technology and marketing.
