Hi VAXman
I made extensive use of your helpful information and, yes, the problem 
is quite possible that the server is running on a toy OS.  
Unfortunately, there is no ability to install Cygwin - it must work 
against the installed product. At this point, it does for without any 
modification or problem with clients using Windows (XP, 7, Server2003, 
Server2008), OSX, Tru64, AIX, Solaris10, Ubuntu, SuSE, Redhat, Debian 
and FreeBSD - these are all the operating systems that need to connect. 
 It is only VMS that is providing an issue and I am the bunny trying to 
sort it out :(
