[Info-vax] SSH is hang up on VMS side

When starting to use SSH, (and that was a sad joke), I determined that
SSH on VMS just didn't want to work correctly below TCP/IP V5.6
ECO-5.  The ECO-5 is a complete new release, not a patch.  Once that
was installed, things worked.  VMS V8.3 on Alpha.
