Most likely is that you experience packet loss somewhere, I have
seen similar behaviour when a switch and the system had dissimilar
duplex settings,e.g. system half duplex switch full duplex settings.

Can you test if this also happens with telnet, ftp, http etc?
It *might* be an ssh-only problem, especially if you an ancient
version of ssh.

Good luck hunting this down.
