As far I know, no support of authenticated SMTP (but I don't have the newest 
version, what does the release notes say ?)

POP clients: built into browsers (Mozilla,Seamonkey), and there is a Pine 
port for VMS on the freeware disks (rather old). And some simple line-mode 
client floating around, search for 
 perl pop3client
 poprequest
 B. Ulmann's POP2VMSMAIL
 popme  -  simple mail client for post office protocol by  Robin A. 
Goodfellow
