For information like that, I normally look at netcraft.com.

In this case their relevant entry would be:

Unfortunately their records only go back as far as 5 July 2011 for
that URL, and all the entries say HP-UX. Was VMS on a different URL
before then?

Netcraft apparently doesn't have VMS as one of its auto-recognised
OSes, but tells you the web server details anyway (which may say VMS),
as evidenced by their entry for openvmshobbyist.com:
