You can serve a static web site from an allmighty microvax II.   It
really doesn't take much CPU to essentially copy a file to a network
device. (as long as you don't do https:// )

With the OSU web server, it was very efficient with a multi threaded
approach. (but the VMS web site used apache which uses a subprocess
approach)
