A designer is expected to foresee these little problems.  He should at 
least consider the events of the last ten or twenty years and look for
odd things that happened.  He also needs to make provisions for changes 
in the law. Politicians just love to change things!  They think it makes 
them look useful!  Hah!!!!!!!!!
