[Info-vax] Not getting a dump file when VMS crashes

What does SYS$SYSTEM:SYSDUMP.DMP look like?  Is it sized appropriately?
Is it contiguous?  Movefile disabled?

$ DUMP/HEADER/BLOCK=COUNT=0 SYS$SYSTEM:SYSDUMP.DMP
