[Info-vax] Not getting a dump file when VMS crashes

   In which case VMS didn't ever get the chance to do an OS crash and
   memory dump.  There just might have been something in the error log
   if it was not a power issue, but generally you'll get at least a
   breif console message if it was not a power issue but something else
   that couldn't let the OS do a crash.
