You don't trust the mains, is that it? If so, plug in a lamp on the
mains outlet of the VAXstation
(if not yet in use for an expansion cabinet).
Two other suggestions:
(1) reseat the memory boards, they've caused me similar problems on a
VAXstation 4000-60
(2) reseat the graphics display, dust tends to collect in the
connector on the mainboard
Vacuum the inside of the system!
