I've just re-read what I wrote and I was thinking in the context of 
SYSBOOT.

USE           - Set parameter file name 
    USE file_spec.PAR 
       Reserved filespecs are:
         DEFAULT     Use permanent defaults
         CURRENT     Use current values

SYSBOOT>  USE ACTIVE

%SYSBOOT-E-SYNTAX, syntax error

I would not have been surprised to see file not found there. Let's check.

SYSBOOT>  USE FRED

%SYSBOOT-E-Unable to locate file FRED

Yes, with VAX/VMS at least, SYSBOOT flags USE ACTIVE as an error.
