That is because at that stage, there probably isn't an "ACTIVE" yet. But
SYSBOOT has enough "VMS" in it to be able to read any file on the system
disk. (not sure if at that stage of boot, it could write to files
though). If the driver at this low/early level do not yert offer writing
capabilities, then there is no wat SYSBOOT could write the paramenters
back to save any changes.
