   Conversly, you can't bake chocolate cake without flour.  Just ask
   anyone who lived through US rationing during WW II.

   OK, I know, there are some recipies out there for gluten free cake
   where we might not recognize the "flour".

   By comparison, the US FAA investigates accidents with the
   understanding that they often are the result of a series of failures.
   Accident prevention policy addresses all the steps of the failure
   chain, in the hopes of preventing at least one of them.

   So it takes a lot of steps to get gun violence:  you need a gun, you
   need ammo, you need someone to aim the gun, you need someone to pull
   the trigger, you need someone to be the victim, ...

   Remove any one of those and the gun violence didn't happen. 
   Eliminating the victim is the hardest, they often don't even see it
   coming.  We should all be able to go about our daily lives without
   wearing bullet proof vests and carrying sniper rifles.
