Sure it can, if you're using a terminal emulator:

SET TERMINAL /WIDTH={big-number}
{edit-long-command-here}
SET TERMINAL /WIDTH={normal-number}

Wait, you were expecting an elegant solution?  :-)

I'm usually running fairly wide emulator windows to start with; with 
widths far past what a VT would have provided.

But yes, there are times I'd like the DCL analog of bash ^X^E command 
editing, with your preferred editor selected via "export 
EDITOR={your-editor}"
