It's a little more than "letting people".

Every adult male in Switzerland is a member of the Swiss Armed forces. 
Every member of the armed forces has a fully automatic weapon and a 
combat load of ammunition in his home.

Swiss women can and do join the armed forces.  Some Swiss homes have
two or more fully automatic weapons and two or more fully automatic 
weapons and two or more combat loads of ammunition.

Nobody in his right mind wants to take on the Swiss.  The crime rate 
(violent) is very close to zero.  I wonder why.  ;-)
