I have both plugged into Linksys 5 port 10/100 switch (home model not managed).
I had the switch plugged into the FIOS router and then tried it again with uplink to FIOS unplugged and still get the same result.

I'm not completely sure, I forgot the commands to check the settings.
I remember when I set it up the DEC 3000 has the quorum disk, and each node has a vote, along with the quorum disk.  So the DEC 3000 boots up as a vaxcluster each time it boots.
