This question is certainly popular.  Looks like we have a whole variety 
of folks working on the same problem indepenedently, and nobody has a 
support contract with HP, or nobody's willing to use the support 
contract to report the problem to HP and have them sort this out.  
(Well, that or FTP/SSL and Filezilla have just become the most popular 
file transfer sequence on the planet...)

Shove FTP/SSL in a box somewhere, and use SFTP.  It's increasingly 
clear from all the postings and from all the folks that are working on 
this case, that something is broken here; either with Filezilla or with 
the OpenVMS TCP/IP Services.  (And there have definitely been recent 
bugs with TCP/IP Services.  This may well be another one.)

And in general, ftp is designed to be incompatible with firewalls, and 
to corrupt RMS files, and particularly when transfering OpenVMS files 
to disparate systems.  Either convert the file to a format that the 
target platform will properly process (stream LF is usually fairly 
safe), or always zip "-V" the OpenVMS file(s) before tossing the 
OpenVMS files around via FTP.
