   The XQP, or ACP, deals with the external views of files in the file
   system.  In implementing the ODS Files-11 structure it tracks
   physical locations, ownership, protections, ...

   RMS deals the the internal views of files in the file system.  It
   tracks records, indices, byte streams, and the aspects of meta data 
   vs. user data.

   Having a Files-11 ODS without RMS is like viewing all files as a
   stream of blocks.
