Well, yeah, that's my point.

The file system presents the files, "stream of blocks", if you like that 
description, but I don't, to whatever needs the files.

A database system presents the data to the user / programmer.  RMS is 
just another database.  It's far from the only one.  It's just the one 
that comes bundled with VMS.
