[Info-vax] BACKUP/IMAGE, Empty directories and /IGNORE=NOBACKUP

I seem to recall that at some point back in the V7 days that BACKUP/IMAGE had issues
restoring empty directories and that the solution was to use the /IGNORE=NOBACKUP
qualifier to ensure that these empty directories were restored properly. If the 
/IGNORE=NOBACKUP was not used the empty directories were not restored. Does anyone recall this problem?
