BACKUP has had its share of bugs.

What you're recalling would seem easy enough to test, if you have the 
version.  Or to dump the tape, if you're working with an existing 
(older) saveset.

BACKUP has had some "fun" with incremental saves over the years, which 
could cause files to (not) be captured in a backup.  Renamed files and 
modified directories could cause files to be unexpectedly captured, 
too.  This was resolved by capturing files possibly more often that 
strictly necessary, which causes some confusion.

There was a shuffle with /[NO]ALIAS handling for a release or two, too, 
and that could cause certain /SELECT-based restorations (on the 
secondary aliases) to (not) find the files in the saveset, depending on 
the setting.

Again, dump the saveset and look, or patch BACKUP to current, or see 
what files are being collected, depending on what you're up to.  Or 
ring up HP and ask?  Or post the BACKUP command(s) and some details of 
what you're working with here, the OpenVMS version and any BACKUP 
patchs, etc.
