How quaint that you think that.

There are always options.

I can think of several, not the least of which is sneaker-net with CD 
or DVD media, or swapping IP stacks, or by counseling or replacing the 
people that are impeding the corporate goals here through strict 
adherence to incompatible requirements.

Escalate this to your management.  These red-tape messes are what 
management gets paid to deal with.

Extending an ancient mess of a protocol and that's actually older than 
IP itself - and that centrally features a design that's inherently 
incompatible with modern network security implementations - by 
strapping a bag of SSL ugliness onto the side?   Uh-huh.  Color me 
exceedingly skeptical.

And particularly when the results of this FTP/SSL (FTPS) hackage do not 
function here?
