Do ATX or the older PC PSU's provide it? I have a number of old PC
PSU's floating around here.

Only if your buying. I have tried selling in the past and have been
unable to get as much as an $11 offer for items being sold by resellers
for hundreds of dollars. (I once was offered $100 for all my PDP-11
modules which included two particular UNIBUS Ethernet Modules that
the very same reseller was offering on their website for $1500!)
