You're a bit out of date here. Back in the Digital India days, laws in 
India prevented foreign firms from owning more than 49% of a company in 
India. That is apparently no longer the case. HP operations in India are 
now fully-integrated as part of the overall company.

Nope. The few folks in the VMS group in the US report up the chain to 
folks in India.
