[Info-vax] proper file format, attributes for non-binary files served by a web server

   A web serve on VMS should read the files in whatever format they
   are stored using RMS, so that it gets the data and never the
   metadata. 

   It should then forward the data to the web browser using whatever
   technique the web standard specifies.
