   OK, I know it would be possible to read the files using $QIO, and/or to
   send them over the network in manners that violate the standards, but
   where I could find a web server full of $QIOs?

   And which web server for VMS does not follow the standards for
   sending data?

   Not using RMS is a whole lot of work.
